This past week I moved across the country from Alberta to Ontario. The local time wouldn't update on my mac. When I opened my system preferences, it shows that my Mac still thinks I'm in Alberta. I can manually override this by turning off "Set time zone automatically," but that's a pain when travelling.
I've toggled location services from on to off and back on again, which didn't help.

Since a Mac does not have gps, Apple is dependent on the ip address of your isp network. One thing that could happen is the ip in Alberta is the same or similar to the one in Ontario. That is just a guess, and give you somewhere to start exploring.

Try from a public WiFi access point like a library or coffee shop.
Also, if you check the 'Show location icon...' box you'll be able to tell if locations services are actually being called when you go into Maps or the Time preference pane.

Location services are on for the time zone etc. and iCloud is placing my Macbook in Alberta.

Are you connected to the net via WiFi in the new location?
If you open Maps does it show your location correctly?

Maps shows my location as still being in Alberta. We're using my inlaw's Wifi, which as never been in Alberta, so I doubt it's the network.

I even just connected my mac to my phone as a personal hotspot and it's still showing my location as in Alberta.

Does your phone show the correct location? Are you in a very remote spot with little cell coverage?

I've tried the local network and my phone's network. My cell shows the correct location. Unfortunately my computer still does not on either network :(
