TELEPHONE
Telephones located in the inmate areas of the St. Clair County Jail are designed for outgoing calls only. It is not possible to place a call into these areas. This phone system is owned and operated by Ameritech. All calls being placed by inmates are collect calls. The party receiving that call must accept the charges before a connection is made. To set up a phonce account, call 1-800-844-6591. If an emergency situation arises requiring notification of an inmate, contact the St. Clair County Jail Information Desk by calling (810) 987-1700 / 987-1720. These numbers are not to be used to deliver a message unless a real SUBSTANTIATED EMERGENCY EXISTS. All emergencies will be verified.

Classification of Inmates
All inmates confined in the St. Clair County Jail for a period in excess of 72 hours will be classified and assigned to the general population. Exceptions to the requirements may be permitted or required by extraordinary condition. During the classification interview, the inmate will be given a brief orientation describing the purpose of the interview and visiting hours at the St. Clair County Jail. Any reasonable questions that the inmate may have concerning the rights and privileges for them will be answered or explained. In addition, the programs and services available to inmates at the St. Clair County Jail will be discussed. After the classification interview, each inmate shall be provided with a copy of the Inmate Rules and Regulations and given a cell assignment.

JUDICIAL SENTENCE REDUCTION PROGRAM
An inmate who has been committed to the St. Clair County Jail for a period of 30 days or more and served at least half of his/her sentence may petition the sentencing Court for 25% sentence reduction on the remainder of the sentence. The inmate can obtain the petition from the corrections staff. After filling out the necessary request, the form is to be returned to the corrections officer for processing. This petition, along with a conduct report, which is filled out by the correction staff and rehabilitation personnel, shall be taken to the Probation Department for any recommendations, then forwarded to the sentencing Judge for disposition. You may petition the sentencing Court for reduction .

ONLY ONCE WHILE SERVING YOUR TIME FOR THAT PARTICULAR SENTENCE.

INMATE MONEY AND PERSONAL PROPERTY
Upon admittance to the St. Clair County Jail all inmate money will be taken at the time of booking and will be deposited in an inmate trust fund. During the inmate's period of incarceration, purchases from the commissary will be accounted for and deducted from the inmate's trust fund. At the time of an inmate's release, a check for the balance of the inmate's account will be issued, minus whatever medical expenses were incurred during their incarceration. Upon transfer to another facility, inmate property will be only be stored for 30 days. Inmate property will not be released while the inmate is in custody. Special circ*mstances will be reviewed by the on-duty Supervisor.

Under NO CIRc*msTANCES IS THE MONEY TO BE KEPT BY INMATES IN THEIR LIVING AREA.

All personal property belonging to the inmate at the time of admittance will be confiscated by the booking officers and accounted for. The inmate will sign for this property and it will be returned upon the inmate's discharge. Jewelry will not be permitted in the confines of the Jail with the exception of a wedding ring, if worn by the inmate at the time of admittance to The St. Clair County Jail.

MEDICAL TREATMENT
Inmates in need of medical or dental attention will make their request known by filling out a St. Clair County Jail Medical Request Form (RP-101), which is available from the correctional staff. This form will then be given to the on duty Correction Officer, who will in turn make the necessary arrangements for the inmate to be examined by the St. Clair County Jail physician. If the inmate requests to see a private physician, or to have a second opinion regarding their medical problem, arrangements must be made for the physician to come into the St. Clair County Jail for the examination. The inmate is responsible for the reimbursem*nt to the St. Clair County Board of Commissioners for any medical expenses during their incarceration. Inmate charges are as follows: Doctor visits are $30.00, Nurse visits are $15.00, prescriptions, hospital bills, dentist bills; x-rays are at the charges rendered. The cost will be deducted from the inmates trust account leaving a balance of $2.00 in his / her account. Alerting the on duty Correction Officer and informing the officer of the need should make any emergency requests for medical treatment. If you should have complaints against your medical treatment here at the St. Clair County Jail, follow the outline for the Inmate Grievance Procedure as indicated within this handbook.

INDIGENT INMATE
Indigent inmates shall be defined as the inmate whose trust account has an average two (2) week balance of two dollars or less in their inmate/detainee trust account. No NEW inmate without funds shall be required to wait a two-week period to obtain necessary articles. In the event that an inmate was furnished such articles and subsequently has funds deposited in his / her account, the expense of said items shall be deducted from the inmate' trust account. It should be noted that clothing will be issued only ONE TIME.

If need is shown, an indigent inmate will be provided the following articles that are stocked in commissary:

• Tooth brush
• Toothpaste
• Pencil
• 2 stamped envelopes
• 5 sheets letter size paper
• Stretch socks
• T shirt
• Underwear
• 1 Tylenol / or 1 Advil / or 1 Bayer

NOTARY
Notary work will be done Monday-Friday 8:00 A.M. To 2:00 P.M. Work will be done the same for indigent inmates. If the indigent inmate receives any funds the cost of the work will be automatically deducted from their account. Copies of notarized and / or any papers will be charge of $3.00 for the first copy and any additional copies will be charged at .50 cents a page. There is a limit of TWO (2) stamped envelopes per week, which is limited to the inmate's own personal use. Indigent inmates can request an indigent order form from the Correction Officer. Items obtained from the commissary, such as underclothing, will be marked with the inmate's name. Trading or giving away of underclothing, obtained through commissary by the indigent inmates will be prohibited and subject to loss of commissary privileges.

PUBLICATIONS
All inmates will be permitted to receive newspapers, magazines and other types of publications, which are legally available to the general public provided that such printed material is ordered directly from the publisher, bookstore or book club. All books, including bibles, must have soft covers. Inmates may not receive paperback books, magazines and other soft covered materials from any other source. Inmates will be permitted to accumulate four (4) books and publications in their cell at a given time. Before receiving a new daily newspaper, the inmate shall pass out his old papers to be deposed of. The delivery of any newspaper, magazine, book or other type of publication may be withheld for a period not to exceed 72 hours in order to inspect for contraband. The delivery of any book, magazine, or other publication may be refused when there is a reason to believe that delivery to, or possession of, that particular item by an inmate would allow entry of contraband into the St. Clair County Jail, or would create a tangible security risk. In any case, where delivery is refused, the respective inmate for whom the item was intended shall be notified in writing of such and the specific reason for this action. The inmate is entitled to a hearing on this issue and upon request, a hearing on the decision shall be provided in the same manner as described herein in the disciplinary proceedings for minor rule violations. Inmates shall be responsible for canceling all subscriptions upon discharge or transfer from this facility. The St. Clair County Sheriff Department is not responsible for publications received after the inmate is discharged. The St. Clair County Jail has several hundred books for inmates to read. All reading material must be kept in good condition and returned in the same condition.

RELEASE OF FUNDS
Funds from inmate accounts will no longer be released by inmates during visits. If an emergency arises whereby money is needed from an inmate's account, the inmate will send a request to the Corrections Sergeant, who will in turn have commissary issue, a check to be released by the inmate.

COMMISSARY
Inmate commissary is maintained within the St. Clair County Jail for the convenience of the inmate. Every unit has its own specific commissary day (A&B pods-Tuesday, C&D pods-Wednesday, E&F pods-Thursday, G pod-Friday. Order sheets will be issued by commissary. Blank order sheets may be obtained from the correction s officer and must be signed by the inmate. ONLY ONE ORDER PER INMATE WILL BE FILLED. The expense of the purchase will be deducted from the inmates trust account. Commissary orders must be turned in to corrections officers by 7:00 a.m. the day before commissary is passed in that unit.

TRUSTEE ASSIGNMENT
Trustees are drawn from the sentenced inmates by the classification officer, and work primarily in the food service area or have custodial work assignments. To qualify, you must not be a security risk or have any history of violent crimes or behavior, drug addiction and have the ability to follow orders and satisfy the job assignment. Violation of any St. Clair County Jail rule will result in the loss of trustee status.

RELIGIOUS SERVICES
The only time a member of the clergy will be allowed to visit a member of his / her immediate family who is in the St. Clair County Jail is on the regular family visiting day. There will be no exceptions to this rule.

CLOTHING FOR COURT APPEARANCES
Each inmate will be provided with personal clothing, brought in by the inmate or the inmate friends or relatives for court appearances. Clothing must be in accordance with inmate rules. Personal clothing will be allowed for all court appearances where jail clothing would be prejudicial to the inmate. After the inmate has been arraigned in court, clothing will be issued to the inmate, including underwear and socks. No other clothing will be allowed in the living area of the jail. The St. Clair County Intervention and Detention Center WILL NOT be responsible for clothing or other personal articles left at the IDC upon the inmate’s discharge or transfer.

INMATE MARRIAGE PROCEDURES
Weddings involving inmates are not allowed under the policy of the St. Clair County Intervention and Detention Center. The IDC cannot accommodate any possible pre-marital counseling that may be required. Further, the IDC does not have the facilities or the security to allow a wedding ceremony.

ON-SITE VISITING RULES

1. Only visitors processed in will be allowed to visit.
2. If you’re late you will only be allowed to visit for the scheduled time remaining.
3. All visitors must have picture ID and children under the age of 17 Years, must be accompanied by a parent or legal guardian to visit.
4. Only 3 people are allowed to visit, and children are included in the figure.
5. Money can be dropped off in the lobby Monday through Friday from 8:30 a.m. until 4:30 p.m. and Sunday from 12:15 p.m. until 7:45 p.m.
6. On-Site visiting days are Sunday through Thursday, between 12:15 p.m. & 7:45 p.m. with the exception of the dinner hour (5:00 p.m.).
7. VISITATION WILL BE TERMINATED FOR MISCONDUCT, ABUSIVE LANGUAGE OR IF DETERMINED BY SECURITY PERSONNEL TO BE IN THE BEST INTEREST OF ALL PARTIES INVOLVED.

TRUSTEE VISITS
Inmates on trustee status will be allowed visitors on normal scheduled visiting days with the exception of Sundays and Mondays. Trustees will be allowed one contact type visiting on Sundays or Mondays from 7:00 p.m. to 7:50 p.m.

CLERGY AND ATTORNEY VISITS ON-SITE
Clergy and attorneys may visit inmates between the hours of 9:00 a.m. and 9:00 p.m. With the exception of 6:30 p.m. to 7:30 p.m. during shift change.

1. The only time a minister or attorney may visit a member of his immediate family who is in St. Clair County Jail is ON THE REGULAR FAMILY VISITING DAYS. Because of the problems involved, there will be no exception to this rule.
2. Clergymen must be approved by the St. Clair County Jail Administration before he / she will be allowed special clergy / inmate visits.

REMOTE VISITATION (Family and Friends)
All visitors must register and open an account at www.videovisitanywhere.com, select Video Services in order to schedule a remote visit. You may schedule as many remote visits as you like as long it does not interfere with the normal operations of the facility. All visits must be scheduled at least 24 hours in advance and can be schedule as far as in advance as 14 days. All visits will be monitored and recorded. Visitors must refrain from displaying provocative/revealing clothing, provocative or p*rnographic behavior or anything considered immoral or illegal. Violators will be restricted from further visitation up to and including a life time ban.

ATTORNEY REMOTE VISITATION
All attorneys wishing to utilize remote professional visitation must register and open an account at www.videovisitanywhere.com, select Video Services in order to register and schedule a remote visitation. Remote visits are 20 minutes in length and cost $12.99. You may schedule as many visits as you like as long as it does not interfere with the normal operation of the facility. Remote visitation hours are 8:00 a.m. – 4:30 p.m. & 5:45 – 10:00 p.m. days a week to include holidays. All visits must be scheduled at least 24 hours in advance and can be schedule as far as in advance as 14 days. ATTORNEY VISITS WILL NOT BE MONITORED OR RECORDED.

All services and programming are free. To apply for services and programming, fill out a request form (obtained from the corrections officer) indicating your name, cell, date of request, and program requested, return to corrections officer.

All Re- Hab services are free whether the individual is currently in St. Clair County Jail or not. Lack of funds does not and should not prevent a prisoner from taking advantage of Re- Hab Services.

To apply for St. Clair County Jail services, fill out a request form RP-128 (obtained from the corrections officer) indicating your name, cell, date of request, city you live in, service desired and sign and return the form to the corrections officers.

PLEASE If you notice any behavior or conversation during a visit which may indicate the person you have visited may attempt to injure himself / herself or others, or may be contemplating of an escape attempt, please ask to speak to a corrections supervisor immediately.

PRISONER REIMBURsem*nT RESOLUTION 94-33
ADOPTING PRISONER REIMBURsem*nT PROGRAM
Whereas, the provisions of Michigan Public Act 118 of 1984; as amended by Michigan Public Act 212 of 1994, known as the "PRISONER REIMBURsem*nT TO THE COUNTY ACT" (M.C.L. 801 80) permit the County to seek reimbursem*nt of cost incurred to incarcerate an individual in the County St. Clair County Jail; and Whereas, a program of seeking reimbursem*nt from the St. Clair County Jail Prisoners will convey the message to them that they are not only accountable for their actions but the taxpayers will not needlessly support them while they are in the St. Clair County Jail.

Basic policies of the prisoner reimbursem*nt St. Clair County Jail billing program

The provision of Public Act 118 of 1984; as amended by Public Act 212 of 1994, prisoner Reimbursem*nt To The County; reimbursem*nt of cost incurred to incarcerate a person in the St. Clair County Jail. The following basic policies for reimbursem*nt shall be applied.

1. The person must have been sentenced to the St. Clair County Jail.
2. Billable days include the entire time the person was confined in the St. Clair County Jail including pre-trial, pre-sentence, as permit the County to seek well as the actual time served to comply with the sentence.
3. The County is permitted to collect the following expenses:
   1. From each person who is or was a prisoner not more than $60.00 per day for the expenses of maintaining that prisoner or the actual per diem cost of maintaining that prisoner, whichever is less, for the entire period of time the person was confined in the St. Clair County Jail, including any period of pre-trial detention.
   2. The cost to investigate the financial status of the person.
   3. Any other expenses incurred by the county in order to collect payments under this act.
4. Prior to beginning Court action, efforts will be made to establish payment and or settlement agreements with each person. THE COUNTY may file a civil suit within twelve (12) months of a person’s release in order to seek recovery of the expenses, which have not been voluntarily paid. The suit shall be in the name of St. Clair County, shall state the date, and place of sentence, the length of time set forth in the sentence, the length of time actually served, and the amount of or amounts due to the County.

INMATES SENT TO OTHER JAILS, DUE TO OVERCROWDING, ARE STILL RESPONSIBLE FOR COSTS INCURRED DURING THEIR INCARCERATION
